The timetable matters for anyone communicating low-energy construction capability in Scotland. It should not be turned into a claim that every future scheme is already allocated or that a framework application window is open.
The current published position
The Scottish Government working group page records that the stage 2 consultation was published on 23 July 2026 and closed on 16 October 2026. It says updated guidance and approved calculation methods are expected in autumn 2027, with implementation moving from March 2028 to autumn 2029.
The review considers new homes and new non-domestic buildings. Its stated direction concerns energy and environmental performance and greater assurance in design and construction. Read the actual proposals and subsequent publications for the detailed scope and requirements.
What this does not establish
A policy timetable is not a tender notice, a supplier appointment or a guarantee of construction work. It does not establish that every publicly funded home will adopt the future standard early or that a particular framework is open to new applicants.
Do not use a national funding total as if it were accessible work for your product or trade.
Prepare useful project evidence
If your business works on low-energy construction, show the role you actually delivered. Explain the relevant system or junction, the project stage and any documented targets, tests or certification.
Keep design targets, modelled outcomes and measured results distinct. A product's potential contribution does not establish the performance of a whole building.
Check the commercial route separately
Identify the actual client, designer, contractor or procurement route relevant to your work. Check the current source for any framework, lot or supplier window before preparing an application or approaching a contractor.
For a specialist product, technical conversations and installation evidence may be useful well before a live requirement. That is different from claiming specification or appointment is assured.
